Federal Proposal Associate

United States – Must Work East Coast Hours

Primary Purpose and Goal of Role  

Quzara is looking for a forward-thinking, organized, and dynamic Federal Proposal Associate. The primary purpose of this role is to support Quzara’s overall business development and marketing efforts. This position supports business development and marketing in the coordination of Requests for Qualifications (RFQ), Request for Information (RFI), Requests for Proposals (RFP) and Statement of Qualifications (SOQ). 

Responsibilities

  • Support the complete proposal process from pre- to post-RFP phases of all proposals. 
  • Develop a Proposal Management Plan (PMP) and create the proposal compliance matrix (PCM) to track the fulfillment of all requirements throughout the proposal development effort. 
  • Ownership of the proposal timeline from beginning to end.  
  • Meet all proposal deadlines by establishing priorities and target dates for information gathering, writing, review, and approval; entering and monitoring tracking data; coordinating requirements with contributors; contributing proposal status information to review meetings; transmitting proposals.  
  • Ensure that the appropriate comments are incorporated into the proposal. 
  • Organize proposal templates and section write-ups into an indexed proposal library for reuse. 
  • Work to continually improve proposals, templates, and processes. 
  • Collaborate with the proposal team on developing basic proposal management documents, such as schedule, compliance matrix, outline, POC list, kickoff presentation proposal document templates, and related training materials. 
  • Prepare presentation by evaluating text, graphics, and binding coordinating printing. 
  • Work with proposal team and other internal clients to conceptualize what they are trying to convey and the best way to visually communicate information. 
  • Responsible for creative, compliant, and timely design, production, and delivery of professional-level proposal graphics and documents. 
  • Continually research trends in design, marketing, and communications to improve the proposal. 
  • Demonstrated experience in proposal writing covering all typical solicitation sections (e.g., Management, Technical, Staffing)

REQUIREMENTS

  • Bachelor’s Degree with at least five (5) or more years’ hands-on proposal management experience with federal government proposals. 
  • Successful track record of managing and winning federal contracts. 
  • In-depth knowledge of how to analyze a solicitation and structure a proposal to be compliant, responsive, and competitive. 
  • Experience with Federal government opportunities and opportunity databases, such as GovWin, GSA eBuy, FedConnect, and SAM.gov  
  • Understanding of, and experience with, the Federal procurement process and regulations (e.g. FAR)Evidence of a successful track record of high quality, high scoring proposals 
  • Up-to-date knowledge of marketing, editing, graphic design, and other relevant proposal best practices 
  • Experience with industry standard GovCon Business Development Lifecycle (GovCon BDL) 
  • Ability to manage multiple projects simultaneously, manage geographically disparate teams and ability to create original content using interview and research techniques 
  • Formal proposal training and/or relevant certifications (e.g., APMP, PMP) preferred
