Federal Business Development Manager 

Full-time
United States – Must Work East Coast Hours
Up to 10% Travel

Primary Purpose and Goal of Role  

Will leverage broad technical understanding of how the federal market leverages information technology to meet its mission objectives, and broad knowledge of the Federal Acquisition Regulations to lead, manage, and integrate complex and strategic value capture efforts to secure new contracts, re-compete contracts, and task orders. Responsibilities

  • Identify, develop, track and opportunities for Federal Government contracts  
  • Build, manage, and execute a qualified customer-focused pipeline, racking potential opportunities and forecasting accurately on a monthly/quarterly/annual basis  
  • Build, develop, and manage trusted relationships with key agency decision makers and executives  
  • Promote Quzara, LLC solutions and position the company to pursue and win opportunities as they go to market  
  • Create and deliver effective client presentations and proposals that address the specific client needs  
  • Present capture plans, gate reviews, and proposal plans to the executive team and receive constructive input to help win vs. running the corporate approval gauntlet Develop and execute business development plans to achieve sales and revenue targets  
  • Lead capture efforts capable of winning within the context of all customer, contract, and corporate performance parameters and organizational dynamics  
  • Be an integral component for the entire capture/proposal process from opportunity identification to contract start  
  • Lead and manage all stakeholders (individuals, key people, teammates, working groups, etc.) to produce a discriminating offer that is compliant and responsive to RFP requirements and customer issues  
  • Identify customer issues resulting from direct visits and analytical research of open-source documentation/media  
  • Formulate teaming strategy, structure, and select teammates based on an analytical assessment of Quzara’s strengths/weaknesses against customer issues, SOW/RFP requirements, and competition  
  • Be actively engaged, at all levels, in developing the price to win based on an analysis of the incumbents winning price and contract performance history, the customers buying practices and recent awards of similar contracts, and the application of common-sense game theory per the competition  
  • Collaborate with internal team to design of the technical and management solutions so they not only address customer issues and associated win themes in the right way, but also achieve the price to win  
  • Actively listen to color team debriefs and make any necessary adjustments to the capture plan, offer design, and/or the proposal while also managing the associated personnel/teammate issues/dynamics  
  • Lead and manage the capture effort to make the making the necessary adjustments throughout the sales process

REQUIREMENTS

  • Bachelor's degree from an accredited college/university or equivalent work experience
  • Two years minimum experience leading capture efforts within the federal marketplace on opportunities valued at greater than $50M.   
  • Two years minimum working with federal acquisition vehicles such as SAM.gov, GSA e-Buy, GSA schedules, and B.I.C. GWACS  
  • Two years minimum developing leads, proposal development, and winning contracts with the GSA, DoD, and other federal agencies  
  • Multi-year record of quota achievement and metrics-driven approach to prospecting and managing pipeline through to a successful close  
  • Working knowledge of SBA and FAR rules and regulations  
  • One year minimum experience with Sales Force CRM  
  • Proficient in Microsoft Office Suite (WORD, Excel, Outlook, TEAMS, PowerPoint)  
  • Ability to pass drug screening and Federal Government criminal background check with no felony records  
  • Possess current, valid driver's license (not under suspension or limitation)  
  • Authorized to work in the United States without the need for visa sponsorship now or in the future 
  • Strong desire to lead efforts to expand Federal Government business in collaboration with internal stakeholders   
  • Excellent verbal and written communication skills, with strong emphasis on detail and organization to make presentations and materials appeal to both technical and non-technical audience   
  • Ability to lead and support a team in an environment driven by customer service and teamwork  
  • Ability to work on multiple opportunities simultaneously
