Quzara Cybertorch · Managed SOC on Microsoft Sentinel

Managed Microsoft Sentinel SOC for GCC High and the DIB

At a glance: Quzara Cybertorch is a managed SOC-as-a-Service that operates Microsoft Sentinel and Defender XDR inside GCC High and Azure Government. U.S. citizen analysts run 24/7 detection and response. The service is FedRAMP Certified Class D (High), package FR2214150164, so DIB and federal-bound teams can inherit operations controls instead of standing up a sovereign SOC alone.

The problem

Why a GCC High SOC is not a commercial SOC with a different login

Commercial Microsoft 365 SOCs do not automatically become GCC High SOCs.

Telemetry carries sensitive context

A SOC that monitors a GCC High tenant processes telemetry that can include CUI context, identity signals, and forensic artifacts. That changes personnel rules, data residency, tooling, and cross-boundary integrations.

A different authorization and connectivity model

Sentinel in Government, Defender for Endpoint Government endpoints, Entra ID Government, and automation playbooks sit in a different authorization and connectivity model than their commercial counterparts.

Citizenship and boundary

Cross-cloud connectors and global follow-the-sun analyst pools create boundary and citizenship problems that auditors and contracting officers will notice.

If you moved to GCC High for CUI or ITAR-adjacent work, the SOC has to live inside those rules, not around them.

The service

What Cybertorch operates on your Microsoft stack

Microsoft Sentinel (Government)

SIEM and SOAR core. Ingest from M365, Azure Government workloads, Defender products, and network and identity sources. Analytics rules, workbooks, incident timelines, and automation stay inside the government boundary design you approve.

Microsoft Defender XDR

Endpoint, identity, email, and cloud app signals unified for investigation. Operators know which automated investigation and response actions exist in Government tenants versus commercial feature lag, and build playbooks accordingly.

Identity and data plane

Entra ID Government conditional access and identity protection signals, privileged access patterns, and Purview labels or DLP where in scope. Identity abuse is a primary DIB breach pattern, and the SOC treats it as first-class telemetry.

Cybertorch is the operator. Microsoft remains the platform. You keep your tenant and data plane, and we supply 24/7 detection engineering, triage, hunting, and response under agreed containment authority.

Certification

FedRAMP Certified Class D and package FR2214150164

Buyers often confuse three different things:

Tools on a certified cloud

Security tools that run on a FedRAMP Certified cloud.

A certified managed service

A managed SOC service that is itself FedRAMP Certified as a cloud offering.

Your own boundary and SSP

Your own system boundary and SSP package.

The FedRAMP Marketplace lists Quzara Cybertorch (SOC-as-a-Service) as FedRAMP Certified, package ID FR2214150164. That certification covers the managed service. It does not make a customer system certified, and your boundary and package remain yours.

For CSPs and high-rigor environments, inheritance and shared-responsibility clarity matter in the SSP and ConMon narrative. For DIB contractors, the practical outcome is a U.S. citizen SOC path designed for government-cloud operations rather than a commercial multi-tenant MDR bolted on after the fact.

DIB operations and DFARS 252.204-7012

Defense contractors handling Covered Defense Information live under DFARS 252.204-7012 incident reporting expectations, including timely reporting through DoD channels and preservation duties. A managed SOC that does not understand reportable cyber incidents, evidence retention, and handoff into your contracts process creates residual risk even if alerts fire.

Reportable incidents

The SOC has to recognize what is reportable, not only what alerted.

Evidence retention

Preservation duties apply, so evidence handling is part of the runbook.

Handoff into your contracts process

Detection has to reach your reporting authority fast enough for it to act.

Cybertorch incident response is staffed for U.S. citizen operations, with documented procedures and evidence your ISSM, counsel, and assessors can use. We align monitoring and response to the control families your CMMC and NIST SP 800-171 program already tracks (see next section). We do not replace your contractual reporting authority. We make the operational layer fast enough to meet it.

Controls

CMMC Level 2: AU, SI, and IR in practice

CMMC Level 2 builds on NIST SP 800-171. A managed SOC in GCC High does the daily work behind three families.

Audit and Accountability (AU)

Continuous collection, retention, correlation, and reviewed findings in Sentinel as a system of record for audit events.

System and Information Integrity (SI)

24/7 monitoring, malicious content and anomaly detection, hunting, and response to integrity events.

Incident Response (IR)

Time-bound detection-to-action, containment under agreed authority, and post-incident artifacts for SSP and POA&M updates.

Frequently asked questions

Do you replace Microsoft Sentinel?
No. We operate and extend Sentinel and Defender XDR in your government tenant under a managed SOC model.
Is this only for CMMC?
CMMC Level 2 is a common DIB driver. The same SOC model supports broader GCC High, Azure Government, and FedRAMP-bound continuous monitoring needs.
What does package FR2214150164 mean for my ATO?
It is the FedRAMP package ID for Cybertorch SOC-as-a-Service. Your system still needs its own boundary and authorization path. Inheritance and shared responsibility are defined in your package with your assessor.
Are analysts U.S. citizens?
Yes. Cybertorch SOC operations for this offering are staffed with U.S. citizen analysts for government-cloud and DIB-aligned work.
